In this article, we are going to explain SPECIFICALLY on the procedures you need to take when you consider moving to Japan. There are multiple procedures you need to take that can be very confusing. Once you fail to take one of those procedures, you MIGHT get FINED OR get your Status of Residence REVOKED by the Japanese government. Let’s start looking through the procedures so you can take on these procedures smoothly at the time of your move.

Administrative Procedures To Take When Moving In Japan

 

Moving Out Notification

 

Once you found a place you want to MOVE, you have finished one step of moving.

 

 

When you move from one area to another, you’ll need a “Moving Out Notification”

 

 

What Procedures Do I Take For Moving Out?

 

Documents & procedures:

  • Moving Out Notification
  • Address Change On Your Residence Card (Special Permanent Resident Certificate)
  • Personal Procedures For Each Service You Use (Water, Electric, Gas, Mail)

 

We RECOMMEND you inform the post office about your move as well because you MIGHT get important documents etc.

 

Also, you MUST submit a residence card (special permanent resident certificate) and a moving out certificate to the ward office and complete the moving out procedure.

 

Where Do I Have To Inform When I Move Out?

 

You have to go to the local city office at the time of your move, to inform them you’re moving out.

 

 

By When Do I Have To Inform When I Move Out?

 

The moving out notification can be processed from 14 days before the move until the day of your move.

 

 

KEEP IN MIND that the moving out notification MUST be completed within 14 days of moving in.

 

Who can submit the notification

 

The notification of your move can be submitted only by the person moving, head of the household, OR the person in the same household.

 

 

Special Moving Out Notification

For those who have filed a special moving notification, the government will not issue a  moving out certificate. 

 

 

A person who has a valid My Number Card or Basic Resident Register Card among the transferees

(Except those who move out of the country.)

Foreign residents were eligible for special transfers from July 8, 2013.

 

 

Required Procedures & Documents For (Special Moving Out Notification)

 

The documents you need for the “Special Moving Out Notification” is:

 

  • ID (Driver’s license, Passport, Residence Card Etc…)
  • Personal Name Seal/ Inkan (IF you have one)
  • Personal Name Seal Registration Form
  • Health Insurance Card (Card that is issued from the city you live in)
  • My Number Card or Basic Resident Register Card.

 

 

Where Do I Have To Inform When I Choose The “Special Moving Out Notification?”

 

You MUST go to the city office (One you live in) to file a “Special Moving Out Notification.”

 

 

Sending The Moving Out Notification By Mail

 

IF you sent a moving out notification by mail, usually it takes about a week until you get the certificate but if you send a special moving out notification, you don’t have to wait for a certificate, you can proceed smoothly with the application using your My Number Card

 

 

My Number Card & Basic Resident Register Card can be used continuously in cities and villages across Japan even after moving.

 

 

Even Though you have already moved to your new address, you can still apply for a moving out notification through mail.

 

 

By When Do I Have To Inform For A “Special Moving Out Notification?”

 

SAME as the normal “Moving Out Notification.” The special moving out notification can be processed from 14 days before the move until the day of your move.

 

 

Moving In Notification

 

AFTER you finish moving to your new place and all the moving out procedures, now it’s time to begin the moving in procedures.

 

 

Let’s go over these easy procedures TOGETHER!!!

 

 

What Procedures Do I Take For Moving In?

 

Documents & procedures:

  • Moving In Notification (One provided at the local city office)
  • Moving out certificate (Certificate you got when filing a moving out notification)
  • ID (Driver’s license, passport, etc…)
  • My Number notification card or My Number Card for all the members moving in
  • Personal Name Seal/ Inkan (IF you have one)

 

 

Where Do I Have To Inform When I Move In?

 

You have to go to the local city office after moving into your new place, to inform them you’re moving in.

 

 

By When Do I Have To Inform When I Move In?

 

You have within 14 DAYS to inform, complete the procedures of moving into your new place.

 

 

Address Change On Your Residence Card

 

After you finish moving in and all the procedures, you have to start the Address Change Procedure on your Residence Card.

 

 

When a foreign national holding a residence card changes his or her address due to moving, etc., he/she MUST notify the residence within 14 days from the date of your move. (Same as other procedures) You can complete this procedure at your local city office that you’re moving to.

 

 

Who can submit the notification

 

The notification of your move can be submitted only by the person moving, head of the household, OR the person in the same household.

 

 

Special Moving In Notification

 

When you filed for a “Special Moving In Notification,” you DO not need to take normal moving in procedures, it’ll be very smooth to move in using this system!!!

 

 

A person who has a valid My Number Card OR Basic Resident Register Card and has issued a moving out notification using a My Number Card or Basic Resident Register Card at the previous address can apply for the “Special Moving In Notification.”

 

 

Foreign residents have been subject to a special moving notification system since July 8, 2013.

 

 

Required Procedures & Documents For (Special Moving In Notification)

 

For all the people who own a My Number Card, Basic Resident Register Card OR a Notification Card. Please be noted that you will be required for everyone’s PIN for all the Cards you hand in. When you bring a basic resident card, please bring a notification card as well.

  • ID
  • Personal Name Seal/ Inkan (IF you have one)
  • Foreign residents shall have a residence card, special permanent resident certificate or a former alien registration certificate for all transferees.

 

 

IF you do not present your My Number Card OR Basic Resident Register Card, you will not be able to apply for a special moving in notification.

 

 

Where Do I Have To Inform When I Choose The “Special Moving In Notification?”

 

You MUST go to the city office (One you moved into) to file a “Special Moving In Notification.”

 

 

By When Do I Have To Inform For A “Special Moving In Notification?”

 

Within 14 days from the date of the start of living.

 

 

Note: The Moving In Notification cannot be applied before you start living at your new place.

 

 

IF the notification period has passed, you may need documents to know the date of the rental contract, of when you started living there.

 

 

So PLEASE contact the local city office BEFORE you put in the notification.

 

 

Possible Fine

 

Article 53 of the Basic Resident Register Act 

 

A person who does not make a notification according to the provisions of Article 22 to 24 without justifiable grounds, Article 25 or Article 30-46 to Article 30-48 shall be punished by a non-fine of not more than 50,000 yen.

 

 

As you can read the statement above, there is a possibility that you will have to pay a surcharge of up to 50,000 yen (about $500) if you make a false report. It can negatively affect you if you fill in the date of move on a different day than the original.

 

 

We ADVISE you to take proper procedures for official documents to avoid any PROBLEMS.

 

 

Difference Between “Moving In Notification” & “Relocation Notification”

Moving In Notification

 

The moving In notification requires a procedure if you move to a different city than where you used to live. Please submit the moving In notification and the certificate together at the local city office you are moving.

 

 

UNLIKE the moving out notification, the moving in notification cannot be processed by mail. In addition to weekdays, government offices may be open on Saturdays & Sundays, so please check with your local city office in advance.

 

 

Relocation Notification

 

When you move to the same city OR village, you will submit a “Relocation Notification” at the local city office.

 

 

SAME as other notifications, you will be required to submit your relocation notification within 14 days of moving and you might get fined if the submission is delayed.

 

 

The “Relocation Notification” cannot be processed by mail, the same as the “Moving In Notification.”

 

 

Once everything is completed, the new address will be placed on the back of your residence card.

 

 

AND everything you have to do with moving is DONE!!!

MOVING in Japan can be hard with all the procedures you have to take. BUT if you take all the right procedures, it can be VERY EASY.

 

 

BE CAREFUL!!! because if you fail to submit the documents within a fixed period, you MIGHT get fined or WORSE.

 

 

It seems every procedure has to be completed within 14 DAYS.
